1. Even if they wanted to, how could they respond preferentially to investments by sovereign wealth funds?

Are you going to pass laws that restrict stock sales to non-SWT buyers? Even if you did, how would you enforce such laws?

2. Why would you want to respond in a manner specific to SWFs? Do you perceive them as particularly pernicious investors?

Note that much of the money that the SWFs hold is in dollars. By making it harder for the SWFs to spend those dollars, you are making their dollars worth less. Do you really want to devalue the dollar that much?

3. Many of the countries with SWFs are allies of the U.S. Why would you want to annoy your allies?
